February 2010 Meeting

KILKENNY CITY COUNCIL
REGULAR MEETING
FEBRUARY 8TH, 2010, 7:30 P.M
.

There was a regular meeting of the Kilkenny City Council held in Council Chambers starting at 7:30 P.M. on February 8th, 2010.

Present:  Kurt Crosby, Dave Sanderson, Jeff Baldwin, Rex Bull, Tony Ferguson

Persons in attendance: Jon Villwock, Britny Villwock, Kevin Taaffe Jr., Gene Mach

  1. 1.      Call to Order.
  2. 2.      Pledge of Allegiance
  3. 3.      Minute approval –

         Motion by Jeff Baldwin, seconded by Dave Sanderson to approve minutes as written by Clerk. Unanimous vote. Motion carried.

  1. 4.      Approval of Agenda/Additional Items to Agenda. Motion by Kurt Crosby,

       Seconded by Tony Ferguson to approve agenda as written by clerk.  Unanimous vote.    

       Motion carried.

  1. 5.     Presentations. 

        A.  West Central Environmental Consultants – Jessie Eberts and Paul Carter.

      A letter was received requesting permission to enter City property to complete geophysical borings. The borings would be completed in an attempt to define the extent of the petroleum contamination from leaking underground petroleum storage tanks that were discovered in and along Kilkenny Road during road construction in 1999-2000. Jessie Eberts and Paul Carter were unable to attend the meeting due to the weather. Gene Mach advised the council of testing he had done on the Bud's Standard Service property many years ago. He offered personal insight to the council regarding this matter. Council will not make a decision to allow the testing to be done until more questions are answered, a special meeting may be called if needed.

     B.  Park Committee – Christa Ferguson – The park committee will be meeting in the library on Tues. Feb 23rd at 7:00 p.m.  to discuss what type of playground equipment should be purchased. The park fund contains approximately $6000, thanks to donations and fundraisers. Park  Equipment is extremely expensive, and the proper installation and groundwork required cuts the amount raised in half. The Committee has worked very hard to raise these funds. The committee is again requesting the council to allocate funds for the park. Council is not providing any new funds, at this   time, but has agreed to allow unused budgeted amounts from past years to be added to the current fund.

  1. 6.     Unfinished Business

   A.  Reconveyance of Forfeited Land – Le Sueur County has sent the appropriate papers to be completed to reconvey property back to the State of Minnesota. The property in question is the lot West of Bud’s Standard Service. Jack Hackett has expressed interest in purchasing the land to open a business, possibly a restaurant. The City would have  to relinquish claim to the property in the form of resolution, and the property would then go up for auction for anyone to purchase. Kurt Crosby suggested we do not release the land, until all options are reviewed. Council has not made a decision and will discuss again at a future meeting. Kurt Crosby will be contacting Mr. Hackett to inquire about a comprehensive business plan and to provide the Region Nine Development Commission contact information. Clerk was advised to contact the League of Minnesota regarding land conversion options.

  1. 7.      Staff Announcements from Treasurer and Clerk

A.  Shut Off Notices - There are 3 properties scheduled for water shut off.  

B.  Fire Department Budget Meeting – New date is February 9th 7:00 pm.

  4. 8.    New Business

            A.  Minnesota Clerks Association Conference – The Annual Conference for City Clerks is being held March 16-19 in St. Cloud. The trainings and seminars would be a great benefit for the newly appointed Clerk. Examples of the types of training are: 2010 Elections, Special class just for new Clerks, Orientating new Council Members, Data Practices, Record Retention and many more. The cost for the trainings and    lodging would be approximately $450.00. Clerk is asking Council for approval to attend. Motion by Dave Sanderson, seconded by Rex Bull to approve the Clerk to attend the trainings. Unanimous vote. Motion carried.

  1. 9.     Approval of Disbursements

A.  Motion by Jeff Baldwin, seconded by Dave Sanderson to approve the City’s disbursements.  Unanimous vote.  Motion carried.

        B.  Motion by Kurt Crosby, seconded by Dave Sanderson to approve the Fire Department disbursements.  Unanimous vote.  Motion carried.

10.   Imprest Cash Fund – Imprest money does not need to be reimbursed this month.

13. Council Discussion:

A.  Kurt Crosby

 1. Municipality -  A municipality was brought up during the land reconveyance discussion. He stated the city's first priority is to help a private business become established.

2. Generators – The generators can be picked up when a trailer is acquired by the city. John Villwock has donated his wagon for use. Dave advised the generators will be used to run the lift stations in the event of a power outage.

        C. Dave Sanderson

 1.  Broken Fire Hydrant – A fire hydrant has frozen and broke, it has been drained and shut off, the repairs will be done in the spring. Two other hydrants were repaired.

 2.  City Garage Door – A new spring was purchased and the door was repaired.

        E.  Tony Ferguson

                  1.  Website – The City of Kilkenny website is progressing and more information will be included as  it is received. Anyone can email events and information via the website www.kilkennymn.com. Jeff advised a flier should be put up advertising the website at the bank. Britny Villwock asked to have a school fundraiser added to the website. Kevin Taaffe suggested adding more information about the fire dept., such as the number of fire or rescue calls.

                  2.  Library – Replaced the furnace filter and bought salt for the walkway.

Unanimous vote.  Motion carried. Meeting adjourned at 9:37 pm.

January Meeting

KILKENNY CITY COUNCIL

There was a regular meeting of the Kilkenny City Council held in Council Chambers starting at 7:30 P.M. on January 11th, 2010.

Present:  Rex Bull, Dave Sanderson, Tony Ferguson, Jeff Baldwin, Kurt Crosby

Persons in attendance:  Kevin Taaffe, Jr., Steve  Stangler

Staff in attendance: Tara Robinson, Christa Ferguson

1.           Call to Order. Mayor Crosby called the meeting to order at 7:31 p.m.

2.           Pledge of Allegiance

3.           Minute approval – Regular meeting December 14th, 2009.

         Motion by Dave Sanderson, seconded by Rex Bull to approve minutes as written by                                                        

         Clerk. Unanimous vote. Motion carried.

       Motion by Rex Bull, seconded by Tony Ferguson to approve the Organizational

        Consent Agenda items A-M. Unanimous vote. Motion carried.

7.           Unfinished Business

A.   Le Sueur County Court Services Letter Le Sueur County Juvenile Probation was contacted regarding utilizing their services. They can provide free labor for many different jobs such as painting the curbs, lawn work, set up or clean up for fundraisers, etc. This will be added to the April agenda and a plan will be made to set up some dates to utilize their services. Please contact the city office if you have any ideas to utilize their services.

B.   Blight Notices – Clerk has obtained the current addresses of the three property owners with Blight violations. Letters will be sent to the property owners notifying them of the violation.

8.           Staff Announcements from Treasurer and Clerk

A.         Shut Off Notices - There are 4 properties scheduled for water shut off.

B.         Snow Removal – The City has received complaints regarding snow removal. Hanks Construction has been advised of the complaints and they will work to resolve the problems.

C.          Fire Truck – Title was transferred for the sold truck.

D.          Waste Management – Monthly rental for the park dumpster is $17.00 and $30.00 to dump it.

E.          PERACouncil asked if the city was paying the correct amounts to PERA. The correct amounts have been paid.

9.           New Business

A.  West Central Environmental Consultants – A letter was received requesting permission to enter City property to complete geophysical borings. The borings are being completed in an attempt to define the extent of the petroleum contamination from leaking underground petroleum storage tanks that were discovered in and along Kilkenny Road during road construction in 1999-2000. Council requests Clerk to contact WCEC to request a representative to attend the February meeting to explain and answer questions regarding the geophysical borings.

10.      Approval of Disbursements

A.         Motion by Rex Bull, seconded by Jeff Baldwin to approve the City’s

        disbursements.  Unanimous vote.  Motion carried.

B.         Motion by Jeff Baldwin, seconded by Tony Ferguson to approve the Fire Department disbursements.  Unanimous vote.  Motion carried. Jeff Baldwin questioned the purchase of smoke detectors. Steve Stangler and Kevin Taaffe informed they were purchased using grant money for the City of Kilkenny. The Fire Dept. plans to disperse them to the citizens.

11.      Imprest Cash Fund Imprest money does not need to be reimbursed this month.

1.    Park Dumpster - Suggested looking into purchasing a dumpster for the park instead of renting.

2.    Fire Dept Budget Meeting – Reminded the Council of the February meeting.

13. Council Discussion:

A.   Kurt Crosby

1.   Natural Gas - Citizens have asked questions about getting natural gas for the city.  Clerk is advised to research natural gas companies available for our area.

2.   City Hall Stove Kurt Crosby has donated a stove to the library. It will be installed this month.

B.     Dave Sanderson

1.   Water/Sewer - The South water lift station warning light was flashing. The problem was investigated and resolved by replacing the floats.

C.      Jeff Baldwin

1.   City Garage Door - Advised that Rex Bull and himself will investigate the broken overhead door and repair if possible.

14.      Adjourn

        Motion by Kurt Crosby, seconded by Tony Ferguson to adjourn the meeting.   

        Unanimous vote.  Motion carried. Meeting adjourned at 8:53 p.m.

January 11th, February 8th, March 8th, April 12th, May 10th, June 14th, July 12th, August 9th, Sept. 13th, ***Tuesday October 12th***, November 8th, December 13th

Board of Equalization Meeting -  April 12th, 2010, 6:30 p.m. This meeting is held as an opportunity for the public to ask questions of the Le Sueur County Board of Equalization regarding their property taxes.

Additional Special Meetings may also be held throughout the year.
Advance notice will be given.
