RESOLUTION NO. 2016-02 APPROVING THE ONE DAY LIQUOR LICENSE FOR THE HALFWAY TO ST. PADDY’S DAY CELEBRATION Motion by Rex Bull, seconded by Luke Wetzel to approve Resolution No. 2016-02 the one day liquor license for the Montgomery Knights of Columbus, Halfway to St. Paddy’s Day on September 17, 2016. Unanimous vote. Motion carried.

Presentations
Dan Knish-Annexation, looking to put up a new upholstery shop on approx. one acre next to Vinnegar Hill Lane. Dan is looking to have city sewer and water services with this property. Jason Moran said he needs to make a written petition. Said it has gotten a little more complicated in the last 2 years of which a survey needs to be done to get a legal description of which after that is completed the process gets easier. Dan asked how long it would take for this to get done; Jason said it would be approx. 6-8 months, but he would be able to begin building once the building permit is issued. Dan asked what the fees for an annexation would be; Jason said it would run between $1500 and $3000.

Unfinished Business
Street Sweeping motion made by Rex Bull seconded by Terry Ferch to accept the Ground Masters Contract for Street Sweeping, target date the second half of August. Unanimous Vote. Motion Carried.
Approval of Disbursements. Motion by Rex Bull, seconded by Luke Wetzel to approve the City’s disbursements with the omission of the Hackett Construction Check. Unanimous vote. Motion carried.
Impress Cash Fund does not need to be reimbursed at this time.
Citizen Time
Chief Deputy Mason; the sheriff and himself have talked about gaining a drug task force for Le Sueur County. They have all agreed that Le Sueur County has a drug problem and they are looking how to fix it. The county doesn’t have the staff or the resources to do an efficient job in a cost effective way to tackle this issue. Right now they are trying to make a determination on whether this is the right move for the County or not of which the Sheriff’s department has agreed it is. They are currently hoping the municipalities will help come up with funding to gain a drug task force for Le Sueur County. Currently the numbers for municipal funding needed would be approx. $39,000 a year. This breaks down into (look for each cities number) this is being budgeted for the year 2017. If our county joins Rice County then it would be likely to receive an extra $100,000 in grant money for being a multi County Jurisdiction. Motion made by Mayor Taaffe Jr. seconded by Terry Ferch to approve the formal commitment to the Cannon River drug task force of a $500 contribution for the fiscal year 2017. Unanimous Vote. Motion Carried
Phil Sheridan looking to do some landscaping at his mother’s house, wondering if the contractor can connect to the street sewer by putting a 4” landscaping drain to divert the water to the sewer. Tim Sellner said you cannot run ground water into the city sewer but you can run it into the city storm sewer. Tim said as long as the city approves it, it should not be a problem.
Christina- has some examples for the Halfway to St. Paddy’s Day signs.
Tim Sellner- just mentioned he is looking to get the hydrants flushed sometime this week of which will be totally emptied for the liners to be cleaned and inspected.
Council Discussion
Dusty Balfe- Alley Vacation; City Attorney Jason Moran presented to the Council what is looking to be vacated. In the 80’s this property was vacated originally but was not recorded with the County Recorder. Jason has drafted a legal description for vacating the alley as well as drafting an easement allowing Mr. Balfe to access his garage by crossing over the city property. A public hearing needs to be scheduled for July, the adjacent land owners need to be notified. Motion by Rex Bull seconded by Luke Wetzel to hold a public meeting 15 minutes before the next scheduled meeting of July 11th, 2016 for the vacating of the alley next to the Balfe property.
Luke Wetzel had a request for some street signs to be put back up.
Terry Ferch did some maintenance on the city park flowers.
Mayor Taaffe is wondering if the city would like to expand the city park and update the equipment.

Presentations
Library Kara Hackett spoke about the summer hours for the library. She presented the summer hours run for June through August and be every Monday, Wednesday and Friday from 1-4 pm.  Motion by Jeff, seconded by Terry to approve the summer library hours for the months of June, July and August for the hours of 1-4 pm. Unanimous vote. Motion Carried.
New Business
Liquor Hole Liquor License Renewal Motion by Jeff Baldwin, seconded by Terry Ferch to approval the renewal of the Liquor Hole’s liquor license for on and off sale and 2 am liquor. Unanimous vote. Motion carried.
Unfinished Business
Waste Management for the city wide cleanup. Motion by Jeff Baldwin and second by Terry Ferch to schedule June 25, 2016 as the city wide cleanup and accept the charges by Waste Management. Unanimous vote. Motion carried.
Mosquito Control Motion made by Jeff Baldwin to accept mosquito control contract with ‘A’ Treatment-8 treatments with stipulation we dictate where they go for special coverage seconded by Terry Ferch. Unanimous vote. Motion carried.
Street Sweeping Terry Ferch spoke with Bruce who did it last year. Mayor Taaffe moved to table the matter till next meeting.
EDDM Bulk Mailing Kara Hackett made up a sample for the city council on how we can mail the letter. Potential Unlimited makes you buy your own paper it would cost $0.20 a copy plus $0.01 to fold the paper which would cost approx. $360. InstyPrints Paper Supply will print and fold the copies for approx. $330. If Kara would print and fold the copies herself on an 8.5x14” sheet paper it would save the city roughly $130. EDDM is going to cost $228.80 to then mail. Total cost to do in house is less than $430. Mayor Taaffe moved the motion to approve till citizen time to give the council time to review the copy Kara brought to the meeting.
Approval of Disbursements. Motion by Terry Ferch seconded by Jeff Baldwin to approve the City’s disbursements. Unanimous vote. Motion carried.
Impress Cash Fund. Impress cash fund does not need to be reimbursed.
Citizen Time
Sheriff’s Dept. Chief Deputy Mason came to inform the council that the sheriff’s department is working hard into trying to get a drug task force, but is unsure of how they would fund the project. Le Sueur County has a problem with methamphetamine which the county is working hard to get this problem taken care of. This would mean there would be another person to be hired at the sheriff’s dept. to take on this project.  
EDDM Motion made by Luke Wetzel, seconded by Terry Ferch to approve the EDDM mailing legal size paper to be done in house by Kara Hackett. Unanimous Vote. Motion carried.
Kara Hackett asked who is mowing lawn this year. Jeff Baldwin said he hasn’t had much time to mow lawn but he will now be having more time to get it done.
Jeanice Bull said she is still having a dog issue that is running around the neighborhood. Mayor Taaffe told her the only way it will probably be resolved is getting the Sheriff’s department involved.
Jim Pembel St. Candice fall festival is September 18th, 2016. They are in need of a signature for Gambling and Liquor License. Motion Terry Ferch, seconded by Luke Wetzel to approve a one day liquor license for Church of Holy Redeemer fall Festival on Sunday September 18, 2016. Unanimous vote. Motion Carried. Mr. Pembel mentioned the church is having a septic issue. Tim Sellner told him if the issue is within the church’s property boundaries it is their responsibility to take care of the issue, and if it is outside, then it is the city’s responsibility.
Steve Stangler said he got a renewal for the FEMA federal grant of which he needed to get a SAM’s number that is actually run through the city in order to get the grant for the fire department. He said you have to register every year in order to keep the number active and asked if it could be sent to the city’s email to be renewed each year.
Tim Sellner Mayor Taaffe asked Tim how the chemical was working, said he has been having a sulfur smell at his house when he turns on the water. Tim said all the tests have been coming back exactly where the state wants them to be.
Kara Hackett was wondering if the city is going to do T-ball this year, she said if they do it she will coach it. Mayor Taaffe said if she would coach it, she could get it organized. Jeff mentioned that if they are going to do t-ball, the field should be weeded and dragged and new lime should be put down. Mayor Taaffe asked Kara to look into what it would take to get the field up and running.
Council Discussion
Terry Ferch mentioned the Crosby place still needs to have the overgrown lawn mowed. Mayor Taaffe asked Ms. Heinen to write something up to have the property cleaned up and find out who actually owns the place on the Beacon and send them the letter certified.
Jeff Baldwin said he talked to the guys and asked them to not rev their Harley’s at 3 in the morning and disturbing the neighbors.
Mayor Taaffe mentioned the Port-a-John’s needed to be ordered for the city, asked Ms. Heinen to take care of them. Mayor Taaffe informed the council that he talked with Leon Pitman from the American Legion about doing a Flag Retirement Ceremony on the 13th of June at the Fire Hall here in town for the community to bring in old flags to properly retire those flags. Mayor Taaffe was wondering if the council would be up to moving the meeting back a half hour so the council can be present at the ceremony. Motion by Luke Wetzel seconded by Terry Ferch to amend the meeting time for the regular council meeting June 13th until 7:30pm. Unanimous vote. Motion carried. The tourism booklets are ready and he was wondering how many we would like to have for the city. Council decided on 50 booklets. Mayor Taaffe mentioned he will be gone for July 11, September 12 and November 14 council meetings and asked if Rex is okay with being acting Mayor for those dates of which he agreed to.

Schedule Half-way to St. Paddy’s Planning Meeting. Jeff Baldwin requested a recap of last year’s Halfway to St. Paddy’s Day’s events for the planning meeting. Halfway to St. Paddy’s day Planning Meeting is scheduled for March 1st, 2016 at 7:00 pm at the city library.
Montgomery Ambulance Bill. Ambulance bill was explained to new council member Luke and other attendees of the meeting and Mayor Taaffe asked the council if they wanted to table matter for another year.

Park Board/Bulk mailing
Survey questions?
Council member Luke Wetzel made up a sheet of questions to send out with the newsletter asking residents if they would be interested in volunteering with any city-wide events. The council discussed which areas the Survey questionnaire should be sent to and asked Tanya to talk to Anna Stangler at the city post office to get quotes for bulk mailing for March’s meeting.

Citizen Time
Steve Stangler discussed annexing some property into the city hopefully before the sale is final. Mayor Taaffe talked to our city attorney Jason Moran who said the property owner needs to write a written petition and present it to the city council to be reviewed at the March meeting either before the purchase agreement is put in place, or after of which the new owner then needs to make the petition.
Cameron Hankins asked the council if there is anything the city can do about the vehicles sitting on South Laurel Ave and Number 2. Mayor Taaffe said that he has talked to the Sherriff’s Dept. about this problem in the past, but he would be in contact with them again.
Rick Vollbrecht asked if the City would be willing to cover the payment for going to Schooling for the Rural Water Association, covers 16 training hours for keeping the license’s cost is $225 for the Schooling and then cost for lodging. Motion made by Jeff Baldwin and Second by Terry Ferch to cover the registration and two nights lodging in St. Cloud. Unanimous Vote. Motion carried.
Water Tower Council member Jeff Baldwin asked Mr. Vollbrecht about the life expectancy of the Water Tower and what the cleaning schedule is. Tim Sellner.
Jeff Baldwin asked Rick Vollbrecht if he could get a bid on how much it would cost to get the water tower cleaned and inspected. Mayor Taaffe mentioned the poor water pressure the houses have on the West side of town and if there was anything that could be done to give those homes better water pressure.
Tim Sellner asked the council to add a statement to the next newsletter to not let the kids play in the snow piles while he is trying to plow. Mayor Taaffe mentioned that the Montgomery truck that occasionally plows town leaves a big pile in front of Murphey’s Pub and asked Tim Sellner to bring it up to someone to not leave such a big pile.
Council Discussion
Luke Wetzel asked if a motion needs to be made in order for the Survey to be sent out to the citizens. Mayor Taaffe asked Tanya to make a mock flier to bring to the Special meeting in March.
Mayor Taaffe and Council Member Terry Ferch will both be absent for March Meeting. Council Member Rex Bull will act as Mayor.
Mayor Taaffe motioned for Mrs. Robinson who was absent about her request for a pay raise. Motion by Jeff Baldwin second by Terry Ferch to approve a $0.50 raise for Treasure Tara Robinson.
Mayor Taaffe mentioned he will be leaving March 10th, 2016 for his trip to Ireland, asked the council for their inputs on a gift to bring to Ireland that is unique to Minnesota.
